Governor pushes for increased access, transparency

Hawaii Gov. David Ige has urged all state department heads to “strengthen efforts to increase access to public information, ensure that government business is conducted as openly as possible, and enhance government accountability.”

The executive memo, issued without fanfare on Aug. 25, reiterates Gov. Ige’s push for more openness and public input, but more specifically reminds government officials of the importance and aim of the Uniform Information Practices Act, first adopted into law in 1988 and amended by the legislature most recently in 2016. Gov. Ige gives department heads seven specific directives, including posting data online, appointing an official point of contact for information requests, and minimizing request costs passed onto requesters.

These directives didn’t materialize out of thin air, of course. The memo was nearly three years in the making, spearheaded by Brian Black, Executive Director of the Civil Beat Law Center for the Public Interest.

Brian convened a coalition of like-minded organizations and individuals (including Hawaii Open Data) in October 2014 that were interested in advancing “a culture of public access at the state level.” Even before we knew who would be Hawaii’s next governor, work began to draft a joint letter. Finally sent to Gov. Ige in December, the letter called on the state’s chief executive to “speak out strongly in favor of government transparency.”

“We have seen rising public demand for openness and increasing public suspicion of institutions that respond to scrutiny without comment or full disclosure,” explains the letter, which puts forth three suggested priorities that “would have a profound impact on access to government information.”

  • State agencies should presume that government documents are public and invoke exceptions to disclosure only if they must, not simply because they can.
  • Each State agency should post contact information for the public to easily ascertain how to submit requests for records.
  • Requests made in the public interest should be charged, at most, only copying costs.

Since then, Black had been checking with the Governor’s office and the office of the state Attorney General, encouraging the state to take action on the letter. It was only yesterday, however, during a meeting on another subject, that he learned that the Governor had issued the executive memorandum.

“The executive memorandum addresses the issues outlined in our letter,” Black wrote in an email to coalition members. “There certainly are things that could have been stronger, but I hope you all agree that this is a positive development.”

He notes that the letter applies only to state agencies under Gov. Ige’s administration, thus potentially excluding the University of Hawaii or Office of Hawaiian Affairs. It also doesn’t apply to county governments.

“We must remain vigilant when dealing with State agencies on public records that the agencies take these principles to heart,” he adds. “I am excited to see where this takes us.”

Microsoft Announces ‘Project Honolulu’

Microsoft has again invoked the Aloha State for a product name, this week announcing “Project Honolulu.”

Project Honolulu is described as a “flexible, locally-deployed, browser-based management platform and tools” recommended as a “graphical management solution” for Windows Server.

In announcing the tool, Microsoft doesn’t explain how or why it chose the name. But the company does share a number of customer reviews, which are amusing to read out of context:

I use Honolulu to manage hyperconverged cluster based on Storage Spaces Direct and what a tool. Honolulu provides me metrics, alerts and ease of management from a web interface. I can now easily manage my volume and get the state of my infrastructure. Honolulu looks like really flexible and Microsoft can add features really quickly.

This isn’t their first Hawaii shoutout. Back in 2010, Microsoft announced “Project Hawaii,” which included the “MAUI Project.”

VR Junkies Comes to Hawaii

There’s a newly opened virtual reality gaming shop at Ala Moana Center called VR Junkies Hawaii. It’s actually part of a national chain, which Opapo Fonoimoana discovered in Utah and brought back to Honolulu. We were introduced to Opapo by local software developer Evan Nagle, and interviewed him about VR and his business on Hawaii Public Radio. It was great to hear how he saw gaming as just the entry point, and that he had a broader vision for bringing VR to the masses.

It’s not easy to maintain a retail storefront for any product, let alone something relatively new like virtual reality. Last year, my son Alex and I checked out “Lost Inside,” which was launched by local entrepreneur Rod Nakama in Kaimuki. He closed up shop a few months later, but continues to run The T-Shirt Lab.

With the official VR Junkies Hawaii grand opening coming up in a few weeks (hopefully after adjacent mall construction), here’s hoping Opapo and his colleagues can make this work.

I took my sons back to VR Junkies yesterday, and although it was expensive, my kids certainly felt it was worth it! There is a 10 percent across-the-board discount in place now, with a rewards program and additional pricing options planned.

Statistical Study Done For Hawaii Destination Weddings By Wedding Planner Maui'd Forever

A recent Maui'd Forever study reveals destination weddings in the Hawaiian Islands hold steady in tough economic times. Their study compares weddings done in 2003 versus those done in 2012.

The number of people going to Hawaii to get married is relatively the same as it was 10 years ago. Although the quantity is the same, the amount these people spend is down dramatically. The average spend is down nearly 17%. The other important information this study shows is where these couples travel from.

They found that the majority of wedding couples still hail from the West Coast but that majority is losing ground.. The East coast and Mid-West areas have shown the greatest amount of growth.

In 2003 when the wedding planning firm Maui'd Forever began their business the average spend on a destination wedding was over $2400. In 2012 that number is under $2000 per wedding. These statistics were derived from the 300-400 weddings performed each year by Maui'd Forever.

National statistics for destination weddings include the fact that 16 percent of marriages taking place in the United States are destination weddings. That 9 out of 10 couples say weather is a key factor in selecting a destination. Their familiarity with the location also plays a key factor. Many have visited their destination wedding location in the past. Many others are escaping colder climates.

The numbers of weddings done annually for the top markets are as follows:

1.    Las Vegas (125,000)

2.    Hawaii (20,000)

3.    U.S. Virgin Islands (5,100)

4.    Jamaica (5,000)

5.    Bahamas (4,000)

6.    Mexico and Florida are next

The destination wedding market accounts for $16 billion in annual spending. The average budget for a destination wedding is $20,600. 60% of destination couples pay for the wedding themselves and they are slightly older at 33 versus the average in the USA of age 28. They are better educated and make more money as 70% have graduated college and the average household income is $110,000.

The average number of guests at a destination wedding: 48. These guests spend an average of $400 each to attend. Most of these guests are family members.

The interesting find in their study is that in Hawaii their are many fewer guests attending than the average. Although exact numbers attending each wedding were not kept, an estimate was given to each wedding and the mean average came to 14 guests per wedding. The amount being spent on their Hawaiian wedding is also much less. The average spend on a wedding in Hawaii is under $2,000 for the wedding itself.

Mark Steffan, President of one of Hawaii’s largest wedding planner firms, Maui’d Forever says, “Most of our weddings are people from the West coast of the USA and Canada although other areas are trending higher. Many of our couples are traveling alone and eloping. We credit this to a tough economy and the fact that many of the marriages are for a second or third time. These couples have done the big wedding prior and are just looking for something simple and sweet. We are also getting more and more Vow Renewal requests.”

Maui'd Forever shows that in 2003 74% of their business came from the West coast of the United States. In 2012 that number has dropped to 60%. Mr. Steffan says “The numbers have certainly increased for those coming from someplace other that the West coast. My dealings with these visitors is that they have not traveled to Hawaii before and their destination wedding is a great excuse to go somewhere new”.

National Podcasts, Local Ads

Even though I’m a retired old-school podcaster, I’m still a voracious podcast listener. And over the last few weeks, I was surprised to hear ads for Hawaii companies while listening to National Public Radio podcasts.

On NPR’s “Pop Culture Happy Hour,” I heard a pre-roll ad for First Insurance Company of Hawaii. And preceding episodes of NPR’s TED Radio Hour, I’ve heard ads for First Hawaiian Bank.

I heard First Hawaiian Bank’s ad first, touting its “Priority Rewards” credit card. I figured there was a possibility that FHB was advertising nationally, hoping consumers in Delaware might want to earn rewards from a Hawaii-based financial institution. But the First Insurance ad made it clear that it was aimed specifically at listeners in Hawaii.

Until recently, podcasts were generally a niche medium that supported only a handful of show and ad networks that seemed to draw the same advertisers. While Audible and Squarespace would be happy to sell their product to people across the U.S., some advertisers just don’t need to reach the whole country. I’ve heard ads on TWiT for companies that only serve customers in one state. And Hawaii residents are all too familiar with being exposed to offers that aren’t valid here (or in Puerto Rico). I’m looking at you, Blue Apron.

It makes sense that podcasting is now big enough to support localized ads, but I’m not familiar with the technology that supports it. Tens of thousands of people download these NPR audio files, and somehow the server is able to attach different pre-roll ads to the content and send it out as a standard, single audio file? Pretty impressive.

I’m not able to find much information about localized podcast advertising, and it’s possible only NPR has figured it out. (Either that, or First Insurance is advertising in Delaware.) But if it becomes more widespread, it’s going to be a pretty big deal. Any given popular show on a specific topic is bound to have a pretty good audience in certain regions or cities, and the ability to buy ads that only reach local customers will mean more relevance and will definitely be more effective.

Geek Beat: Nintendo Switch & Smartphones

New hardware in the headlines for this week’s “Geek Beat” on the Hawaii News Now “Sunrise” morning show, and the big hit was the Nintendo Switch. But LG and Samsung also unveiled their heavy hitters in the premium Android smartphone ring.

The $299 Nintendo Switch, not surprisingly, sold out quickly across the country. The new game machine is both a handheld (successor to the still-popular Nintendo 3DS and underwhelming Wii U) and a home console that hooks up to your big screen television (like the Xbox or PlayStation). At launch, not surprisingly, the game selection is limited, but a new and very well reviewed “Legend of Zelda” title should keep early adopters happy for a while.

Nintendo’s main competition isn’t really Microsoft or Sony’s game consoles, though, but the omnipresent smartphone with increasingly complex games available at much lower prices.

On the smartphone front, LG unveiled its latest flagship phone at Mobile World Congress. The LG G6 is an immaculately designed Android device with a not-too-big, not-too-small form factor. It has an extra tall (or extra wide) 2:1 aspect ratio and an impressively narrow bezel. It has two cameras, one with a wide-angle view, and on the software side, LG is loading the G6 up with photography tricks (especially if you love square photos). It’s a big play just as industry giant Samsung climbs its way back from a very bad year.

Samsung hasn’t announced its next big phone, the Galaxy S8 (and S8 Plus), yet, but ahead of the March 29 unveiling, there have been countless leaks. So there are a lot of early details available on the S8, including confirmation that it will have a headphone jack. But what the company is really worried about is whether customers will still choose their devices after the Note 7 battery debacle. Indeed, Samsung’s advertising has emphasized its intensive battery testing.

‘This American Life’ Visits Niihau

“The Forbidden Isle” will be featured in an upcoming episode of “This American Life.”

Titled “I Don’t Make the Rules,” episode #611 of the popular radio program will visit the island of Niihau, which is privately held and nearly impossible to visit.

“The owner of a Hawaiian island adapts rules originally set in the nineteenth century — and not everyone is happy with her interpretation,” reads the synopsis for the episode, which will also include a piece about a New Jersey judge and other stories.

The Niihau segment was featured at the close of the most recent re-broadcast of “This American Life.”

“There’s this island in Hawaii that most of us would never be allowed onto,” says host Ira Glass. “It’s for native Hawaiians to live in a more traditional way. It’s been that way since the 1860s. It’s the last place on Earth where they speak Hawaiian as the everyday language. No running water, no street lights, no drinking, no drugs, no talking to journalists. We go there next week.”

The episode will be broadcast nationally beginning on Friday, March 3. In Hawaii, Hawaii Public Radio will air it Saturday, March 4 at 1 p.m. on HPR-1 (88.1FM Honolulu).

Coinbase Pulls Out of Hawaii

One of the world’s largest bitcoin exchanges announced today that it would be closing accounts of customers in Hawaii due to state regulatory policies that “will render continued Coinbase operations in Hawaii impractical.”

The announcement comes despite recent movement in the Hawaii state legislature to study the uses of and determine best practices regarding blockchain technology.

In an email sent this morning to customers titled, “Urgent Notice to Coinbase Hawaii Customers,” the company wrote:

“Although we strive to provide continuous access to Coinbase services, we regret to inform you that Coinbase is indefinitely suspending services in Hawaii. The Hawaii Division of Financial Institutions has recently communicated regulatory policies which will render continued Coinbase operations in Hawaii impractical. We understand this suspension will inconvenience our Hawaii customers and we apologize that we cannot currently project if or when our services may be restored.”

The email pointed to a longer write-up on the Coinbase support site which explained further:

“We understand that the Hawaii DFI will require licensure of entities which offer certain virtual currency services to Hawaii residents. Although Coinbase has no objection to this policy decision, we understand the Hawaii DFI has further determined that licensees who hold virtual currency on behalf of customers must maintain redundant fiat currency reserves in an amount equal to the aggregate face value of all digital currency funds held on behalf of customers. Although Coinbase securely maintains 100% of all customer funds on behalf of our customers, it is impractical, costly, and inefficient for us to establish a redundant reserve of fiat currency over and above customer digital currency secured on our platform.”

Also this morning, Coinbase legal representative Juan Suarez penned an article on Medium that put the companies position more plainly. Titled “How Bad Policy Harms Coinbase Customers in Hawaii,” Suarez noted that Hawaii stands apart from nearly every other U.S. state.

“This policy is obviously untenable,” he writes. “No digital currency business — and frankly, no commercially viable business anywhere — has the capital to supplement every customer bitcoin with redundant dollar collateral.”

Even though Suarez says the state’s policy provides no practical protections to Hawaii consumers, it has forced Coinbase to close the accounts of Hawaii customers and to prevent people in Hawaii to open new accounts, leaving them with “no good options.”

“Hawaii customers wishing to hold onto their digital currency will need to send their funds to another wallet service and we cannot recommend any service which meets Coinbase’s security standards and which is licensed to operate in Hawaii,” Suarez wrote.

Suarez does see a glimmer of hope in the Hawaii state house bill that would create a “digital currency and blockchain working group,” and adds that Coinbase hopes to convince the department commissioner to revisit the policy and work with policymakers to change the law.

“We look forward to working with them, the DFI, and others to help Hawaii join nearly every other State in the Union by adopting policies that will make it practicable to operate a successful digital currency businesses in Hawaii and we hope to be back in Hawaii sometime soon,” Suarez concludes.

Geek Beat: Drone Showdown

With the World Drone Racing Championships taking place this weekend on the North Shore, it seemed like a good time to revisit drones… always a reliable topic of conversation.

DroneWorlds” is bringing together races from 30 countries at Kualoa Ranch. Although there are several competitions hosted around the world (including a state championship match on Maui this past summer), this one seems to have the right credentials as an “Official Sanctioned Event” of the Drone Sports Association and the Academy of Model Aeronautics (AMA), the latter being an organization I’ve actually heard of.

For those interested more in aerial imagery than first-person racing, action camera company GoPro is entering the consumer drone market (taking aim at 800-lb. industry gorilla DJI) with its $799 foldable Karma. Beyond its size, the company is courting beginners with a promise of being easy to use, an included controller with a screen, and even a grip to let you use the stabilizing gimbal while walking around, drone-less.

And for those just looking to have some simple fun, electronics firm Parrot is still sitting pretty at the entry-level, lower-end of the market with its tiny, playful Mambo. You can get one with a little “cannon” or a tiny “grabber,” depending on the kinds of hijinks you want to get into.

Geek Beat: High-End Hardware

Microsoft staked its claim to the high-end hardware market with the announcement of its new Surface Book and its giant Surface Studio. The company is clearly positioning itself against Apple, which announced a new MacBook Pro that has left some Apple fans wanting.

The Microsoft Surface Book i7 is the follow up to last year’s Surface Book, its first-ever laptop. But, not to be confused with the Surface Pro 4, the new Surface Book has one big upgrade that’s turning some fans off: the starting price is $2,400, compared to the $1,300 entry point for its 2015 predecessor. Still, for an “ultimate 2-in-1” that can be a laptop and a tablet, it looks pretty slick.

There’s nothing at all practical about the Microsoft Surface Studio, but that’s why it’s so impressive. Sure it costs more than $3,000, but it’s a massive, brilliant, 28-inch touchscreen that can lay back and basically become a digital drafting board. Some of its neatest features require a Surface Dial, which adds additional physical dimensions to digital controls.

Microsoft’s big news comes as Apple’s long, long, long awaited update to its MacBook Pro line has left some Apple fans underwhelmed. Sure, there’s the great screen, the more powerful processor, and the brand new “Touch Bar” that replaces the top row of function keys with a customizable touch screen. It looks great, and weighs the same as the once “ultralight” MacBook Air. But Apple is also dropping MagSafe for USB-C, and in fact going so big on USB-C that there are no “old-fashioned” USB ports at all.

Still, I really want one.

Geek Beat: Fake News and Filter Bubbles

With many still reeling from the results of the U.S. presidential election, our friends at Hawaii News Now called an audible, setting aside the gadgets to tackle the intersection of tech and politics. After a quick mannequin challenge.

Facebook’s role in shaping the national dialogue and influencing political contests was a big topic before November 8, but the discussion has reached a fever pitch since Election Day. A social network that’s optimized for “engagement” over credibility is bound to run into trouble given the naturally engaging qualities of “fake news.” No less than Facebook CEO Mark Zuckerberg stepped up to address the issue.

Twitter, of course, has problems of its own, with well-known issues with harassment and hate speech. The company has unrolled another set of tools to help users find peace in the chaos of the “free speech wing of the free speech party” (as Twitter is often described). You can now “mute” users, as well as use updated procedures to report harassment.

Finally, with Trump in the White House, the tech industry is wondering what his administration will mean for business. One of the earliest signals of a shift in national policy was a drop in the share price of Tesla, a company that is betting big on renewable energy. In a country where alternative energy might be pushed aside for more conventional sources like oil and coal, Tesla’s bet seems less like a sure thing.

Geek Beat: Honda, Polaroid & LEGO

This week, we followed the Hawaii News Now “Sunrise” morning crew out to the Waialae Country Club for the Sony Open. After some shenanigans with a hot dog, we served another mixed plate of tech news, featuring Honda’s new self-balancing motorcycle, Polaroid’s 3-D pen, and the LEGO Boost system.

Honda unveiled its Riding Assist system not at an auto show, but at CES (formerly known as the Consumer Electronics Show). It could be a huge advancement for shorter, smaller, or older riders, keeping itself upright at low speeds. Interestingly, rather than using a gyroscope or other mass-shifting mechanism, it instead uses minute steering inputs to keep the bike balanced.

Speaking of fine motor control, reinvigorated digital technologies company Polaroid this week also unveiled its Play 3-D pen. You can draw in space, and use the special Trace app to draw parts to more complex structures. You can even use the app to draw your favorite photos with plastic filament.

Finally, LEGO takes its robotics kits (like Mindstorm) to the next level with LEGO Boost. This time, the focus isn’t so much on mechanical motors but on programming, using a special app that introduces basic concepts with code “blocks.” The demo is pretty awesome and the concept is sound, but Boost won’t be available until this fall.
